In the process of on-going Power Sector Reforms by way of unbundling the power sector and increasing efficiency in the area of generation, transmission and distribution, Dhaka electric Supply Co. Ltd. (DESCO) was created in November 1996 under companies Act 1994 as a Public Limited company with an Authorized Capital of Tk.5 billion. However, the operational activities of DESCO at the field level commenced on September 24, 1998 with taking over of the electric distribution system of Mirpur area from Dhaka Electric Supply Authority (DESA) with a Consumer strength of 71,161 and a load demand of 90 mw.

There
are three main operations in DESCO. These are-
1) COSS (Commercial Operation & Support Service)
2) LEM (Line & Equipment Maintenance)
3) MSS (Maintenance of sub-system)
Commercial Operation:
Commercial
Operation is the main function of DESCO. The principal activities in commercial
operation are-
-Out sourcing of
activities
-Bill issue and
decentralized collection.
-One point service.
-Bill preparation
staggered over month.
-Meter renovation.
-Removal of circuit
breaker before installed the meter.
-Checking and sealing of
meter.
-Identification and
deletion of duplicate accounts.
-Disconnection for non
payment of bills.
-Disconnection for illegal
use of electricity and penalizing.
-Regularization of illegal
connection.
-Bill payment in different
Banks etc.
Disconnection/Reconnection:
The
prime tool to recover dues is disconnection. Disconnection Occurs under the
following causes:
1) Meter tempering
2) Meter By-pass
3) Non payment/Bill due (More than one month)
4) Over load use (More than sanction load)
