This paper introduces the evolving features of China-Southeast Asian economic relations since the beginning of the 21st century from the aspects of bilateral trade, cross-investment, and other forms of economic cooperation, and explores the driving forces of accelerating the economic relations of both sides from the different perspectives of global, regional and country level. It analyzes the problems that exist and predicts the opportunities and challenges brought forth to the Southeast Asian countries by China’s economic adjustment and large-scale industrial restructuring and rejuvenation programme under the context of global economic recession. Keywords: China and Southeast Asia, economic relations, evolving features and challenges. This paper is divided into four sections. Section 1 is the introduction of the whole paper. Section 2 introduces the evolving features of China-Southeast Asian economic relations since the beginning of the 21st century from the aspects of bilateral trade, cross-investment, and other forms of economic cooperation such as trade in service, financial cooperation, tourist cooperation as well as China’s aid and assistance to the new ASEAN member countries. Section 3 explores the driving forces of accelerating the economic relations of both sides from the different perspectives of global, regional and country level. Section 4 further analyzes the problems that exist and predicts the opportunities and challenges brought forth to the Southeast Asian countries by China’s economic adjustment and a large-scale industrial restructuring and rejuvenation programme under the context of global economic recession.

With China's dynamic economic growth, its relations with the Association of Southeast Asian Nations (ASEAN) states have expanded rapidly in recent years, culminating in the conclusion of the landmark China–ASEAN Comprehensive Economic Cooperation Agreement in 2002. Sino-Southeast Asian economic relations are far from impressive[1]. It has been argued that the fundamentally competitive rather than complementary structures of the economies of the two sides have prevented significant growth in trade and investments from taking place, with the possible exception of China-Singapore ties. The economies of the two sides differ markedly in at least three respects: size, economic system and economic development strategy. It has been noted that the ASEAN economies have a higher dependence on trade than does China, with China's trade/GDP ratio at 37% in 1991. This compares with 47% for Indonesia and the Philippines and 148% for Malaysia, although it is not clear how this it can be an obstacle to trade between the two sides. Both sides experience high rates of growth they have also become more differentiated in terms of comparative advantages and at the same time, more interdependent with the global market. For example, the expanded ASEAN just before the July 1997 financial crash was projected to have about two-thirds of Japan's economic strength, with its gross national product of $1.6 trillion. This was deemed to have opened up future opportunities for mutually beneficial exchanges with China's own huge economy.

Foreign trade is an important driving force for the economic development of China and ASEAN. In the 1990s, both China and ASEAN achieved high growth rates in foreign trade. During the decade from 1991 to 2000, China’s foreign trade grew at an average annual rate of 15 per cent. In 2000, China’s exports amounted to US $249.2 billion and its imports totaled US $225.1 billion. During the period from 1993 to 2000, ASEAN’s foreign trade grew at an average annual rate of 10.9 per cent, although the rate was lowered during the financial crisis. In 2000, ASEAN-China trade totaled US $39.5 billion growing by an average of 20.4 percent annually since 1991 when overall trade amounted to only US $ 7.9 billion. China’s exports to ASEAN grew from US $ 4.1 billion in 1991 to US $ 17.3 billion in 2000 while its imports from ASEAN grew from US $ 3.8 billion in 1991 to US $ 22.2 in 2000.

What is caretaker government?
Caretaker government is a type of government that rules temporarily.

Caretaker governments may also be put in place when a government in a parliamentary system is defeated in a motion of no confidence, or in the case when the house to which the government is responsible is dissolved, to rule the country for an interim period until an election is held and a new government is formed. In this sense, in some countries which use a Westminster system of government, the caretaker government is usually simply the incumbent government, which continues to operate in the interim period between the normal dissolution of parliament for the purpose of holding an election and the formation of a new government after the election results are known. Unlike in ordinary times, the caretaker government's activities are limited by custom and convention. In Bangladesh, an advisor council led by the former chief judge rules the country for three months before an elected government takes over.

Every organization has unique needs and goals that will affect its approach to governance. No single approach will fit the cultures or requirements of all organizations. For example, larger organizations will probably require more governance than smaller ones. Parliament is the foundation of democracy and focal point of all national activities. It plays a pivotal role in ensuring good governance of a country. The people of Bangladesh have already created a unique history in winning the independence under the table and dynamic leadership of our great leader.

Women participation in governance

Women in government in the modern era are under-represented in most countries worldwide, in contrast to men. However, women are increasingly being politically elected to be heads of state and government. More than 20 countries currently have a woman holding office as the head of a national government, and the global participation rate of women in national-level parliaments is nearly 20%. A number of countries are exploring measures that may increase women's participation in government at all levels, from the local to the national.


Importance of women participation in governance:

Increasing women’s representation in the government can empower women. Increasing women’s representation in government is necessary to achieve gender parity. This notion of women’s empowerment is rooted in the human capabilities approach, in which individuals are empowered to choose the functioning that they deem valuable

Women, as the conventional primary caretakers of children, often have a more prominent role than men in advocating for children, resulting in a “double dividend” in terms of the benefits of women’s representation. Female representatives not only advance women’s rights, but also advance the rights of children. In national legislatures, there is a notable trend of women advancing gender and family-friendly legislation. This advocacy has been seen in countries ranging from France, Sweden and the Netherlands, to South Africa, Rwanda, and Egypt. Furthermore, a number of studies from both industrialized and developed countries indicate that women in local government tend to advance social issues.] In India, for instance, greater women’s representation has corresponded with a more equitable distribution of community resources, including more gender-sensitive spending on programs related to health, nutrition, and education. In 1954, the United NationsConvention on the Political Rights of Women went into force, enshrining women's equal rights to vote, hold office, and access public services as provided for male citizens within national laws.

The environment consists of the interactions among plants, animals, soil, water, temperature, light, and other living and non-living things.
